NAPLES AND IMMOKALEE — Immokalee Fair Housing Alliance welcomes David Millstein to its board of directors. A nonprofit 501(c)(3), Immokalee Fair Housing Alliance was created in 2018 by a group of concerned citizens who saw the damage done by Hurricane Irma to already substandard trailers and shacks rented by farmworkers, essential workers and other low-income families in Immokalee. The organization is currently constructing the first of eight new affordable housing units for qualifying families.
A former attorney, Millstein brings a host of knowledge and education to Immokalee Fair Housing Alliance. Millstein is from Jeannette, Pennsylvania and has been a resident of Naples for over 30 years. He has a Bachelor of Science degree in economics from the University of Pennsylvania and a Juris Doctorate from Duquesne University. He started his law career as a staff attorney with the Federal Communications Commission (FCC) and practiced until 2020 as a solo practitioner.
Millstein was the executive director of the Westmoreland Bar Foundation Office of Pro-Bono Service’s from 2013-2020. He has received several honors and awards including the
PA Bar Foundation, Louis J. Goffman Award for outstanding pro-bono services to the community, Westmoreland American Inn of court, Ned J. Nakles Award for outstanding service, PA Bar Association, Special Achievement Award, Outstanding Pro-Bono Contributions and the President’s Award received in 2023.
He was an Adjunct Professor at the University of Pittsburgh, Civil Rights, Duquesne University School of Law, founder and director of Hugo L. Black Civil Rights Clinic and St. Vincent University, Civil Rights.
Millstein states, “I wanted to join this nonprofit because it is made up of people wanting to do serious work. It’s an organization that gets things done as opposed to some who just talk and don’t get a lot accomplished. The mission of this organization is terrific, and I wanted to be a part of it.”
He and his wife, Diana, have three children, six grandchildren and three dogs.
“We are extremely honored and grateful that David has joined our board and shares our passion for our mission to provide safe, affordable housing to families in Immokalee,” said Arol Buntzman, chairman, Immokalee Fair Housing Alliance.
The Alliance is currently building a housing complex of 128 rental units and a community center on 10 acres of property on Lake Trafford Road in Immokalee. As a federally designated 501(c)(3), Immokalee Fair Housing Alliance has no profit motive and will pay limited real estate taxes. The community will be self-supporting with rents no more than 30% of a family’s income.
The first of eight rental buildings planned for the project is scheduled to be completed by the end of 2023.

The Immokalee Fair Housing Alliance is a nonprofit 501(c)(3) created in 2018 by a group of concerned citizens who saw the damage done by Hurricane Irma to already substandard trailers and shacks rented by farmworker and other low-income families in Immokalee. The IFHA vision is for these families to have access to secure, affordable, hurricane-resistant rental housing, which will strengthen the community by fostering health, education, dignity and financial stability.
